Yes, there is a much easier way, first select the image you want to fill the shape in with and chose Edit/Copy. Select the shape you want, and while the shape is outlined with the marquee, chose Edit/Paste into Selection. Drag the image around in the shape until you get it where you want, and click to place it into the shape.
