My tech recommends Toshiba. (He fixes a lot of Dells.) Frankly, I think either is good. I still have our old Pentium 1 Toshiba laptop and other than it's outdated and under capacity, it's still going strong. No problems with it except one virus issue a couple years ago...but that's not the laptops fault.
I upgraded my graphics processor on my new laptop and I don't have to wait for anything...1.5 M RAM, dual core. I also have a 19" flat screen monitor I use when I'm at the desk, along with a Wacom Graphire4 tablet.
Just get the most that you can afford. Digital files, photos, and elements seem to multiply. My next investment is an external Hard Drive. I've found running PSE4 on my new computer to be a joy.
