This is how I color inside of dingbat outlines:

After you place the ding on the layout, click the background paper to activate it and you will be able to use the paintbrush to color in the spaces you want color in. You will be in fact coloring behind the actual dingbat, does this make sense?

Or if you want to be able to move it around on a layout (if you're not sure where to place it), the easiest way is to type the ding just on a plain white background, choose the background layer, paint (with airbrush, paintbrush, whichever tool you want to use) and when you're finished you can merge the layers, and use the wand tool to pick the white outer background, then invert, then copy/paste the colored dingbat into a new layout (like a decal).
