Scanners will all provide equally good ability for photo scanning.. the DPI settings are so redundant that it really doesn't matter. My current favorite is the Canon 4400 series.. the last time I checked it was $45 at newegg... I would just go for that, scan your images at 2400dpi, save as TIFF's and go from there..
