No not all the papers in the album have to match. In some cases it would be very difficult to do that. Now on a wedding album or an occasion album that might work.

I pick my papers to match the personality of the photos. Now i have found that if the to facing pages in an album have some continuity it is more pleasing to the eye.... Just think along the lines of complimentary colors or style of LO. When i put my albums together some times the pages are a little out of order ( may and then April or a fall page by a spring ) so that the story of the album flowes better.

I have found for the most part you just have to play with things to see what works for you.
my SIL always dose 2 page spreads and only 2 page spreads so that the facing pages match and so that she can run in chronological order, April 1st April 2nd... not kidding .
Try laying out an album and see what you come up with.

And you are right you can do what ever you want. They are your memorys.
