if you can handle...

another way, here goes.

Open your clipart, use the L***o tool and outline your selection. Go to Image > Adjust > And choose Hue/Saturation, then on the right, check the box that says colorize. I use this also for my b & w photos I want to colorize. But works fine for already colored photos.

But make sure you make your selection first with the L***o tool or you will be 're-coloring' the whole item.
