You can use the keyboard command Ctrl-t to get to Transform. While you are in that, right click inside the Transform box and you will find a whole set of commands. Some of them are very useful in normal scrapping, some you will only use once in a while, but it is good to know where they are and how to get to them.
In addition, there are Smart Objects. Again, right click on the object and choose it from the drop down menu. If you think you might need to make something bigger again, after making it smaller or just tilting it with the Transform tool, turning it into a Smart Object is a good idea. It turns the object into a vector object and it can't loose resolution no matter what you do with it.
