One way to get an embossed look in PSE is to create a layer filled with one color. Then on a new layer create the shape to be embossed in the same color. Then add a Simple Inner Bevel. Make sure to click the "f" next to the shape layer and make the bevel very small (~2).
If you have a textured paper that you want to emboss, you could select the area that you want embossed then copy and paste it into a new layer right on top of the original paper. Then add the bevel.
