Hello. I can't remember how to: take a photo and turn it into a background page that I can then put other pictures/text/elements over. I've done it, but haven't digi scrapped in awhile and now I forget how to do it. Using PSE3. I tried copying the picture into a new layer, then changing the opacity of that layer in the layer pallette, but nothing happens. What am I missing?
