Let's see if this works...the green arrow shows you the layer manager. When you have items on your layout....it will show you what layer is highlighted in blue. So if the item you want to resize is highlighted...then you can just resize that one instaed of the whole thing.
the black arrow shows you where the transform tool is. Make sure the pic you want to resize is highlighted, then go to the transform tool, then up top to the tool bar that comes up and click on the button to resize it.
