PSP 8 only outlines an entire image, can't do one layer as 9 will, and won't do shapes in 8 or 9.
A fast way to add a border in any software is to select the object (magic wand set to All Opaque in the match mode in the Options Bar, click on the object) then go to Selection>Modify>Expand a few pixels. Create a new layer under the object and fill with your color of choice.
It's a similar process for making mats and such, there are so many ways. I think I cover 3 or 4 ways in my PSP class, but there are more! My students ask, why do I have to make all these mats in different ways? I think it's important to have as many tools as possible so you can be creative when trying to do something new.
Devour tutorials, you'll find tons of ways to get what you want, work around apparent limitations.
