I host the Saturday Scraplift crop here at the site and the liftee is ALWAYS contacted and permissions is received first before our group lifts the layouts. We also then make them aware of the gallery etc. but I personally would say that you might want to ask... perhaps this person had their layouts pending publication (ie: they submitted them to a few magazine calls) and might not want to be lifted b/c the layouts are to be removed from the gallery and if someone makes an identical lift - this might be a bit awkward to still see a duplicate of it nearly in the gallery - big "what if" statement but none-the-less may be someone's concern and a reason to say no...
I personally love scraplifting from time to time and as Emma said most do really find it flattering and don't mind - but I certainly feel more curteous and respectful to ask them first before especially hosting a crop and encouraging MANY to lift the same person.
