I can't remember where I read this, but it works for me (PSCS).
Using a lightweight see thru ruler and the with the ruler of my LO visible, I played around with the % view until the LO ruler closely approximated the real ruler lightly laid against my screen against the LO ruler. By doing that I found that 28% on my monitor is very close to 1:1. So, now when I'm working and want to check something I use 28%...
Every monitor is calibrated differently and based on that calibration is what you are seeing. So 100% in PSCS doesn't equal 100% when printed out since I have a very high res monitor.
Hope that makes sense. I think I found this in the Photoshop Users Technical Forum... it's worked for me every time. And have I saved paper and ink since.
