I don't know of any program, but I have used my personal stamps and stamped them with black ink on white paper than extracted them and now I can fill in the stamp with any color I want using the paint bucket. I figured this was okay since I own the stamps and I would be using them for unlimited things anyway, I won't be selling them or giving them to others (except on gift cards or scrapbook pages).
