Most ribbons in a kit are flat but they can be manipulated and used to hang elements from such as tags, or be threaded through elements like eyelets. This tutorial shows you how in PSCS2.
Open your ribbon to the workspace.

Select the ribbon layer and choose Filter > Liquify
Select the point on your ribbon where you wish to pinch
Select the Pucker Tool
Select a brush size that is larger than your ribbon height
Position the tool near the bottom of the ribbon

Push up towards the center of the ribbon, the ribbon will distort into the center.

Reduce the brush size to further narrow the area of pinch if required

Use a smaller brush size, choose the Turbulence Tool and gently push the edges is where the ribbon starts to pinch to make the transition more natural looking.

Select OK to apply
Position the hole in the tag over the pinch.
Select the ribbon layer and then with the marquee tool select either the left or right section of the ribbon from where it shows through the hole in that tag to an area that the tag does not overlap the ribbon.

Use CTRL +J to duplicate the section and then drag the duplicate layer above the tag layer.

Use a small soft eraser brush to better blend the left and right edges of the duplicate piece into the main piece.
Then use the burn and dodge tools to add realism to the pinch
Use a drop shadow brush to create a shadow under the duplicate where it overlaps. Add a shadow to the tag and the original ribbon layer then merge.
