This tutorial explains an option to create a scalloped edge paper in DIP 2006, that will work with any version of PictureIt! Or DIP using selection tools.
Open the paper you wish to scallop to your canvas (work on a duplicate to avoid overwriting the original – Edit > Duplicate Whole Project)
Select the Marquee Tool

Select the Shape shown. Ensure Anti Alias is ticked and Shape proportions is checked and set at 1 to 1. Selection mode should be New

Position the cursor at the far left corner of the canvas/paper

Click to drag out the shape – use the ruler at left to see when the cursor has dragged to 1 inch ( there is a small line that shows on the ruler that is in line with the cursors center) or the size you desire.

Select the + mode on the Selection Palette

Line your cursor up to the inch marker at the top of the ruler and click and drag out another shape to an inch in height

You should see that the two shapes merge – the shapes need to be flush against each other for them to merge. If your shapes do not merge choose Adjust Marquee and move it so it is flush.

Repeat these steps until you have filled the width of the paper.

Now select Invert

Select the – mode of selection

Choose the square marquee

Draw out the marquee to encompass the part selecting the bottom part of the paper as shown

You should then see that only the top part has any area selected.

Now choose Edit> Delete.

Your paper will now have a scalloped edge

To save yourself from repeating this task on different papers as needed, create your own template.
Open a canvas at the size you normally scrap and Insert> Fill with Shape> Square. Remove the line and fill the shape with a solid color.
Follow the steps outlined above and when complete save the file as a scalloppaper_template in png + format.

To use the template, open it and choose Effects> Fill with texture or color> Picture and select the paper you wish to have the scallop edge
