Create or open the image you wish to use as the image on the stamp. Drag it onto your canvas and then make sure it is sized and/or cropped to suit before proceeding.
Create a selection of the image by holding CTRL on the keyboard and clicking on the image thumbnail in the layers palette.


Create a new layer by clicking on the new layer icon at the bottom of the layers palette.


With the selection still active go to Select> Modify> Expand on the tool bar.


Choose a value that gives you the width edge you need. For this image which is approximately 2.5x1.5 inches, expanding the selection 30 pixels provides a good border. Aim for similar proportion for your image. Select Ok *Make sure the feather option in the select menu is set to the minimum*


Fill this selection with white or any color of your choice by choosing a foreground color and then filling the selection using the ALT+Backspace keys. Deselect (CTRL+D)
Move the filled selection behind the image by dragging it down the stack.


Now select the eraser tool from the tool palette


On the Brush pallete, select a hard round brush from the Basic Brushes set – you want a size that will suit the size of your image and the edge. For this image a brush size of 25 works well.


Now adjust the spacing to somewhere around 150% - you may need to make it smaller or larger depending on the project.

Now squash the brush slightly by moving your cursor to the bottom point of the circle graphic, click and push up. This makes the circle slightly more of an oval.


Make sure the filled shape edge is selected, and move your cursor to the top left corner. Position so it is about halfway on the edge as shown below.


Once in position, click and then hold down SHIFT on your keyboard to ensure you drag straight.
Drag to the right hand top corner and then release shift.


Repeat the steps above from the bottom left to bottom right corner. Make sure you click in position before holding down the SHIFT key and dragging.


To do the sides, on the brush palette change the angle to 90


Position, click, hold SHIFT and drag to complete the edges.


The postage frill is now complete. You can merge the layers together.
