I loved puffy stickers growing up and now you can make your own digital version!
Select a suitable image. Doodles or shapes work well. Drag it onto your canvas. I have used the paint bucket tool to apply color.

Firstly add a white stroke to the image. Double click on the image layer to access the layer Style Palette and then click on the word Stroke from the menu at left (make sure you click on the word not just check the box).
The stroke default is red – we need it to be white. Click on the Color box and the color picker will open, select white and OK
Now increase the size of the stroke.
You want a reasonably generous stroke as this will be bevelled. I’ve used 25px here, make sure you have the Position as outside. Select OK
We need to merge the stroke with the image. To do this, right click on the image thumbnail and choose Convert to Smart Object, then right click on the thumbnail again and choose Rasterize layer.
Zoom in
Double click the doodle layer to open the Layer Style palette, Click on Bevel and Emboss.
Select Inner Bevel; Smooth
Increase the Depth, here 174% has been used. Direction should be Up, Size should be greater than 5 in most cases and soften here is at 15px. You may need to tweak the settings according to the width of your stroke and the shape itself.
Under shading change the angle until it is almost over head. 104 is used here. Ensure that all of the undersides of the shape are affected.
Adjust the Shadow Mode. Reduce the opacity until the shadow is reasonably soft.
When you are happy with your settings, choose OK.
Merge the style with the image. To do this, right click on the image thumbnail and choose Convert to Smart Object, then right click on the thumbnail again and choose Rasterize layer.
Double click the doodle layer to open the Layer Style palette, click on Bevel and Emboss.
Select Inner Bevel; Smooth
Firstly change the Angle of Shading – it should be placed underneath so that the topside of the shape will be affected
Now make adjustments to the Depth, Size, Soften and the Opacity of the Shadow Mode to suit. Your doodle should now be looking suitably puffy.
Select Ok then merge the layer style by right clicking on the image thumbnail and choose Convert to Smart Object, then right click on the thumbnail again and choose Rasterize layer.
Double click the layer to open the Layer Style palette, click on Stroke. Choose white for the color.
Choose a size for the stroke – here 15 is used.
Select Ok then merge the layer style by right clicking on the image thumbnail and choose Convert to Smart Object, then right click on the thumbnail again and choose Rasterize layer.
Double click the layer to open the Layer Style palette, click on Bevel and Emboss. Change the Shading Angle to by clicking in the center.
Click on Contour in the menu at left, check Anti-Alias and change the contour to Ring Double,
Switch back to the Bevel and Emboss dialogue and decrease the Shadow Mode Opacity.
Select OK then merge the layer style by right clicking on the image thumbnail and choose Convert to Smart Object, then right click on the thumbnail again and choose Rasterize layer.
You can then add a shadow and use on your layout.
