What you will need:
PSP 9 (will probably work with others versions) , Preset Flower shape or any shape you like
{Eye Candy 5 Impact or Super Blade Pro ~Optional
~ I will show how to do it without if you don't have the program.
A Silver Pattern - save to your patterns folder in PSP

Open a new Image 600 x 600 with Transparent Background

Click on your preset shape button and choose preset shape in the pop out box. It will look like a word bubble.

Now at the top of your workspace you should see a presets bar Click on the drop down menu on the shape box.

Make sure you check the Anti-Alias Box and the Create as A vector box.

Line style is the default solid line. Line width is 16.00

In your color palette change your foreground to white and your background to null ( Click the circle with the line through it underneath the back-ground color box)

Now starting at the top corner of your canvas draw out your flower shape. It should just be an outline.

Once you are happy with the size of the flower, right click on the flower layer in the layer palette and choose convert to raster.

Go to effects, Texture effects, sculpture, and use these settings:

In pattern find your silver texture and set it to 100
Smoothness 0
Depth 1
Ambience 0
Shininess 0

Color White
Angle 315
Intensity 50
Elevation 30

Click OK.
Adjust Sharpen, Sharpen

Now while you are still on your flower shape level use your magic wand.
Settings:
Mode: Add(Shift)
Match Mode: RGB Value
Tolerance: 44
Contiguous checked
Feather 0
Anti-Alias checked
Outside

Now click inside one of the flower petals. You should now see the marching ants around the inside of the metal frame

Selections, Modify, Expand by 2
Keep selected and add a new raster layer. Click on the new raster layer and flood fill with a color of your choice

Select none and drag the layer with color below the metal frame layer.

Ok now you can do this part 3 ways...

*If you have Superblade pro you can select all, selections float Plugins, Flaming Pear, Superblade pro and then select a bladepro effect you like.

*If you have Eye Candy 5 go to effects, plugins, Eye Candy 5 and choose the glass setting and on the settings tab choose clear, no Drop Shadow

If you just have PSP 9~
Go to effects, 3D effects, Inner Bevel and use these settings~

Or play around with the settings until you find something you like~

Once you are done with that click on the metal frame layer to activate it
Click on your magic wand same settings as above.
Click once inside the center of the flower. You should now have just the center of the flower selected.

Add a new layer and click on it.

Selections, Modify, Expand by 2

Now flood fill with a contrasting color to your flower
Select none and pull this layer below the metal rim layer

Now follow the same steps that you used to create the glassy look. I chose to use a slightly different bevel on my center but that is totally up to you.

Here are a few samples:
The first one is done using SuperBlade Pro, the second one is using Eye Candy 5:Impact, and the third one is done totally in PSP 9.
