This technique is fun and simple and can be used to create effective titles with an artistic touch.
Open a new document, or active layout.
Select the text tool and choose your preferred font, and size. Traditionally, a stencil font would be used but you can select any font that suits your layout. I have chosen a font called Artistamp Medium which can be downloaded here: Abstract Fonts

Type your title and position where desired on your page

Create a new layer above your text layer.

Now select the brush tool and open your brush tool palette. You can choose any brush style you like, depending on the effect you want. Grunge brushes and paint stroke brushes will give effective results. The paint stroke brush I have selected is by Dani B.
Make any desired adjustments to your brush settings. For this project I have changed the direction of the brush and adjusted the size and angle jitter slightly.

I want a variation in the color of my strokes so I have selected Color Dynamics and then chosen an appropriate foreground and background color in the color picker (light blue and white). This means each stroke will be a slightly different shade of the light blue.

In Other Dynamics I have opted to increase the Opacity jitter. I have also selected Wet Edges and Smoothing for further effect.

Ensure the blank new layer is still selected, and then hold the CTRL key and click on the thumbnail of the text layer to select the text.

Go to Select on the menu bar and choose Inverse (or use the keyboard shortcut SHFT + CTRL + I)

Hide the text layer, by clicking on the eye icon.

Select your brush tool and brush over your selected text.

Deselect (CTRL+D) to view the results. The text area has been protected to create the reverse stencil effect.

Experiment with different fonts and brushes to create unique titles.
