This is a simple photo effect with fun results

Select and open a photo to your workspace. This effect works well with most types of photo’s and can be just as effective on those photos that might be a bit blurry or out of focus like the one I have chosen.

Create a duplicate layer (CTRL+J)

Choose Filters > Artistic> Cut out

Experiment with the settings, you are looking to keep the detail, without distorting the colors or shapes. In my example I have chosen Number of Levels: 5 Edge Simplicity: 4 Edge Fidelity: 2. Select OK

Create another duplicate of the original (Background photo) CTRL+J and drag it above the cutout filter layer.

Go to Filter> Stylize> Find Edges

There are no setting options for this filter so the change is immediate

Now change the Find Edge layer blend mode to Overlay

Have fun trying this quick and easy technique!
