Create a new page at 12x12 inch and 300ppi
Fill the layer with a solid color of your choice and then create a new blank layer.


Select the new layer and go to Edit> Fill and choose 50% Gray


With the gray layer selected, choose Filter Noise. With Gaussian and Monochrome checked, increase the percentage to 400%


Confirm by selecting OK.
Now select Filters> Artistic> Underpainting and use the settings below. Select OK to apply


Choose Filter> Blur> Motion Blur and use the settings shown below. Choose OK to apply


Again choose Filter> Blur> Motion Blur and use the settings shown below. Choose OK to apply


Now adjust the Levels by going to Image> Adjust> Levels. You can use the numbers below as a guide but can modify them according to your taste and desired results.


Now change the blend mode, depending on the results you want, of the layer to apply the fabric texture to the color layer underneath.


Get even more creative by merging the layers and adding a pattern overlay style at low opacity.


Save your Gray texture layers to use again and again.
