This is the simplest and quickest way to create curved borders for your layouts.
Create a new canvas at 12x12 inches 300ppi
Use the Marquee selection tool to create a rectangle that is 12 inch high, you can choose any width but for the purposes of this tutorial the width uses is 4 inches.
Fill the selection with a solid color.(ALT + BACKSPACE to fill with your foreground color)
Go to Filter> Distort> Shear
Manipulate the line to create curves in the shape. The preview window will show you the shape as you create it.
Choose Okay to apply.
You can rotate or reposition the shape as desired.
Fill with your choice of color or pattern.
