Scalloped edge frames are easy to create and a pretty accent for any photo.
Select the photo on the layout you wish to apply the scalloped edge.

Create a new Layer

Select the color you wish the edge to be (you can fill this edge later with a paper)

Select the Brush tool (B) and then choose a round hard brush (100%) from the Basic Brush set. Change the spacing to 100% and choose a diameter according to the size of the scallop you wish. Position the brush at the top left hand corner of the photo on the new layer.

Hold the SHIFT key and drag to the top right hand corner. Holding the shift key will ensure the line remains straight.

Release the shift key and don’t worry if at this point the frame is shorter or longer than the actual photo.
Click on the last dot, hold down the SHFT key and drag to the bottom right corner.

Repeat these steps to the bottom left corner and then top left corner to complete the frame.

Move the frame layer beneath the photo and resize or reposition to fit.

To finalize the look I have filled the frame with a paper using a clipping mask, burned the edges for definition and added a shadow

To save the frame and use it as a template, copy and paste the frame into a new document, fill the frame, select and then contract the selection border and delete the inner space. Fill with a solid color and save in png or psd format.
