Create a new canvas at 450x450px (1.5x1.5inch) and 300ppi
Use the Marquee tool to draw out a one inch diameter circle. Hold down shift the keep the proportions.
Select a color for the button in the color well foreground and fill the selection with the color (Alt+Backspace). Use CTRL +D to deselect the circle.

Select the eraser tool on the tool palette and using a basic hard brush create button holes.

Double click the layer to open the Layer Style Dialogue

Select Bevel and Emboss and make the following adjustments
Style: Inner bevel; Technique: Smooth; Depth: 101%; Direction: Up; Size: 98; Soften: 3; Shadow Mode Opacity: 32% (you will want to vary this option depending on the color of your button) This makes a puffy button which can be used on its own.

Select Contour and check Anti Alias. From the drop down menu choose the contour Steep Slope - Rolling. Change the Range to 64%

Select Satin to apply a plastic sheen to the button. Use the settings shown in the screenshot below as a guide.
Blend Mode: Overlay; Opacity: 23%; Angle: 138; Distance: 115; Size 182: Contour: Rounded Steps; Anti Alias: checked; Invert: unchecked

You can save this layer style by choosing New Style... making it easy to use again.

Click OK to apply.
To permanently apply the layer style, right click the layer and choose Group into New Smart Object and then right click again and choose Rasterize Layer.
This button can now be used on your layout.
By experimenting with the Bevel and Emboss options you can create numerous button shapes
