Making a digital sticker is quick and easy.
Open a new transparent canvas at 1200px x 1200px at 300ppi

Select the Freeform Pen Tool

If you have a Graphics tablet it makes doodling much easier than the use of a mouse.
Whichever you have access too, draw a doodle image – here I have drawn a simple flower

Select the brush tool and choose a hard basic brush

Switch to the Paths tab on the Layer palette and right click on the Work Path. Select Stroke Path.

From the drop down menu, select Brush and then click OK.

Deselect the Work path layer by clicking anywhere in the palette and switch back the Layer Tab.

Choose the paint bucket tool and a color to fill the flower center with and fill, repeat for each section of the doodle that you wish to fill with color.

Now double click the flower layer on the layer palette to open the Layer Style Dialog.
Click on Stroke from the menu at left.

Click on the default Red box of color to open the color picker and choose white and select OK.

Now change the Size of the stroke to suit.

Add drop shadow by selecting it from the menu

You can now use the sticker on your layout.

TIP
* You can apply the sticker look to purchased images/doodles also.

* Save your Stroke settings as a New Style for using again.

* In PSCS2, right click the image layer and choose Group Into New Smart Object, then right click and choose Rasterize layer so as not to lose your layer styles effects when moving to a new canvas.
