Open a new canvas the size your layout will be.
Insert shape/square. Stretch to fit. Leave it white and leave the line around the outside for now.
Leave the line black and change the thickness to around 4 or 5.

Insert shape/square. Remove the line and fill with black.

Keep as square or resize to rectangle as required.
Duplicate (Ctrl + d) two or three times as required.

Roughly line the shapes up.
Select all shapes by either holding down the Shift key, left clicking on the first and last layers in the Stack
Or Edit/Select all.

Go to Format/Align multiple objects/space horizontally.

Go to Format/Align multiple objects/top.

Keep all shapes selected and position as required.
Left click off the canvas to deselect.
Now click on the first shape to make it the active layer.
Go to Effects/Fill with colour or texture/Picture.
Browse to the location of your picture.
Reposition the picture as required.

Repeat with the other shapes.
Add an edge around each shape: Effects/Edges/Highlighted.
Change the brush, colour and thickness as required.
Add text.

Save now if you want the background to stay white or delete the white layer and replace it
with a background paper of your choice.

*Alternative: You can also choose to lock the shapes together and fill with one picture.
Add edge as above.
