Adding more than one photo to a shape is relatively quick and simple. I’m using a circle for this tutorial although the principal is the same for any shape you wish to use.
This tutorial will show you firstly how to make a template for future use then how to use your template.
Open a new canvas and insert your shape. Remove the line and recolour to a shade of grey to make it easier to see.

Select the Marquee Tool and a shape

Using the left mouse button, mark out the selection.

Go to Edit/Copy then Edit/Paste
Keeping the pasted section selected:
Go to Effects/Fill with colour or texture and select a different shade of grey
Each part of the template will be a different colour for ease of use.

Click on the original circle on the stack to activate it.
Select the Marquee Tool again and mark out the next shape.

Edit/Copy then Edit/Paste.
Fill with a different shade of grey as before.

Continue making and colouring shapes until finished.
Remember to activate the original layer before marking out each shape.
You can add different shapes on top if desired.
You can now delete the original shape.
On the Stack, right click on the bottom layer and select Delete.

You will now save this as a template for future use.
Go to File/Save as………..
Name your file and make sure you save as PNG PLUS to retain the layers.
To use your template:
Make a duplicate so you don’t accidentally alter the original.
Edit/Duplicate whole project.
Close the original and work on the copy.
Open the photos you wish to use.
Click on the template in the Files Palette to activate it.
Click on the first shape and go to Effects/Fill with colour or texture/photo
Double click on one of the photos in the Files Palette.
Use the resizing handles to reduce/enlarge to suite.
Click Done when finished.
Click on the next shape and fill with the next photo.
Continue until each shape is filled.
Select all layers except the top shape and flatten them: Edit/Flatten selected objects.
Add ribbons, shadows or extra elements as required.
Flatten all objects: Edit/Flatten All Objects.
Save as PNG.
Done.
