If your program doesn’t allow you to recreate the glitter effect or you are simply looking for an easier method then ArtRage2 is the program for you.
Art Rage 2 is a stand alone painting package for Windows or Mac created by Ambient Designs Created as a painting program for all levels of digital artists, it is incredibly easy to use even if you have had no experience with painting before. For a full review see Tid-Bytes July 2006

Launch ArtRage

Create a canvas by choosing New Painting

Type in a pixel measurement for a canvas size eg 8x8 inches at 300ppi is 2400x2400

Select Cell

Change the Scale to 100%

Select OK
You now have a canvas to work on.

Choose the Glitter Shaker as your tool

Select a color from the color picker and ensure the metallic is ticked. Here I’ve chosen a bright pink.

Alternatively you can click on the Color Arc and choose a color using exact values

You can now customize how the glitter behaves as it is laid down on the canvas.
Choose a brush size by using the + and – buttons on the tool palette

Increase the Pressure to affect the density of the glitter trail.
Alter the tilt angle if desired.
Increase the glitter size
Alter the Multicolor percentage to move from a single color glitter trail to a trail that increasingly has the attributes of other colors.

Now you’re ready to draw!
Drawing is much easier with a Graphics tablet and pen but using a mouse is perfectly acceptable.
Doodle your designs on to the canvas. Keep them at a reasonable size and do not overlap them. Change colors and tool features as desired.

Can’t draw? Then trace any image you like!
Click on Load Tracing Image

Browse to find and select the image you wish to trace, and select open

Choose your tool options and begin tracing the design.

Add your own simple touches

Save as psd if you use Photoshop or Photoshop Elements or in png if you use any other program (make sure you the latest patch for ArtRage that supports png transparency)
Have fun!
